Underutilized Municipal Disposal Facilities
Professional Assistance for Municipalities
Earthwatch is the industry leader in the unique concept of Public-Private Partnerships.
We offer our professional sales, marketing, transportation, and waste management
expertise to municipalities, and now offer complete management services, including
operations. We represent municipal disposal facilities on an exclusive basis and
provide them with consistent daily tonnages of non-hazardous waste materials, including
Municipal Solid Waste (MSW), Construction and Demolition Debris (C&D), and Beneficial
Use/Daily Cover materials such as petroleum contaminated soils, auto shredder fluff,
and processed C&D. We offer our services in strict compliance with the facility's
waste analysis requirements and permit restrictions.
Our seasoned marketing skills and knowledge of prospective waste generators, coupled
with our regulatory compliance knowledge and proactive quality assurance have lead to a
true "win-win" arrangement between our generating clients and underutilized municipal
landfill and incineration facilities.

Our Track Record
For Ontario County, NY and the Ontario County landfill in Flint, NY,
Earthwatch entered into an aggressive "partnership" contract in 1994, and as a result of our
professional marketing efforts assisted the County in turning a projected deficit into a
meaningful surplus in just six (6) short months. In 1996, our Public-Private partnership
continued to provide Ontario County with substantial tonnages of MSW, C&D, and Beneficial
Use materials, which again yielded substantial revenues for the County, allowing them to
operate with a generous surplus and an opportunity to keep local tax increases in check.
Earthwatch replicated its Ontario County success and has since entered into similar long-term
Public-Private Partnerships with Steuben County, NY, Delaware County, NY, Madison County, NY,
and Allegany County, NY to provide them with Beneficial Use/Daily Cover materials for their
respective municipal landfills.
